Primary Purpose

The Contracts Manager is responsible for the budget, negotiation and administration of domestic and international commercial contracts, federal government contracts, and grants. This position serves as an integral member of the Contracts Department working in partnership with senior management, project and finance personnel providing guidance to ensure effective contract completion within budget and avoiding cost overruns while meeting all contractual obligations thus ensuring the success of the project and Emmes.

Responsibilities
  • Work with internal resources to develop detailed and accurate Cost/Business proposals for new prospects and add-on business based on the company's defined service portfolio and pricing strategies
  • Execute and administer all aspects of assigned commercial and government contracts and grants and ensure conformance with company policy while maintaining a high level of customer satisfaction and responsiveness
  • Perform analyses of projects pre- and post-delivery to establish expenditure and profitably trends to assist in project financial control
  • Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors
  • Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.
  • Reviews government, commercial, nonprofit contracts and grants, both domestic and international, and negotiates terms and conditions
  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions
  • Performs budget analysis of assigned subcontracts and related reporting to all stakeholders
  • Collaborate with project teams and senior leadership to prepare and analyze budgets, price proposals and estimates to completion, as well as a diverse array of reports
  • Serve as an integral member of the business team working in partnership with senior management, project and finance personnel in the overall proposal capture process (from the evaluation of RFP's, construction of the Business Proposal, and pricing of the work to the negotiation and execution of government and commercial contracts, subcontracts, and grants, through close out, all with the goal of ensuring the capture of financially sound and successful programs)
  • Negotiate appropriate terms and conditions, coordinating with the General Counsel and business research units for acceptance of any non-standard agreement terms where necessary and according to Emmes strategy. Types of legal documents include, but are not limited to, Service Agreements, Software Licensing Agreements, Master Services Agreements, Consulting Agreements, Non-Disclosure Agreements, Subcontracts, IRB Services Agreements, Reliance Agreements, Clinical Site Agreements and Statements of Work
  • Creation and management (including changes) of assigned contracts in the Deltek Costpoint Accounting System
  • Preparation of all necessary reports, including but not limited to, small business reports (SF 294/5)
  • Determines methods and procedures on new assignments and may coordinate activities of other personnel
  • Networks with key contacts outside own area of expertise
  • Opportunities to work on special projects
  • All other duties as assigned

Experience
  • Bachelor's degree with a minimum of 8 years of contract administration experience in a CRO/Pharmaceutical/Biotechnology/Clinical Trials industry environment preferred. Master's degree and NCMA CCCM or CPCM (or equivalent) certification a plus
  • Thorough understanding of all contract types such as Cost Reimbursement, FFP, T&M/LH and LOE
  • Well-versed understanding of high-level contract terms, experience in negotiating with clients and customers, the ability to identify system and process efficiency enhancements, and the ability to work effectively in a team environment
  • A high proficiency with database, spreadsheet, and word-processing software, e.g., Excel, Word, etc.
  • Strong customer-service mentality and contract management skills
  • Must be able to deploy a systematic approach to work, and must have an aptitude for performing work functions in a coherent, timely and well-organized manner without the need for constant oversight
  • Knowledge of the federal government contracting process and pricing models a must
  • Working knowledge of Deltek Costpoint accounting system
