Executive Order 13495, The Non Displacement of Qualified Workers Under Service Contracts provide first right of refusal to incumbents on contracts. If the position is accepted by the incumbent on the job, other application/resume of non-incumbents will not be reviewed.

The General Clerk III will perform postal services at the Official Mail Center, Postal Service Centers, and Central Mail Room as well as deliver mail to Activity Distribution Offices at Joint Base San Antonio- Lackland, Lackland Training Annex and Port San Antonio.

  • Pick up official/PSC mail from the United States Postal Service (USPS) JBSA Lackland Branch Post Office Facility, accountable mail from Document Security office for PSCs #2, 3, and 7, and CMR Port San Antonio, Monday through Friday.
  • Provide daily service for Postal Service Centers to include receiving, processing, distributing and directing mail, assigning, withdrawing mailboxes daily.
  • Affix appropriate postage to all USPS outgoing official mail using Air Force-owned postage metering machines.
  • Process daily, all official accountable mail received from the Document Security Section ensuring 100% accountability.
  • Provide referral/directory service for all mail by the first pickup of the following workday.
  • Inspect all DD Forms 2825, Internal Receipt and AF Form 627, Application for Registration or Certification of Official Mail for errors and discrepancies prior to signing the form.
  • Deliver and pick up official accountable mail and pre-sorted mail to and from the Central Mail Room.
  • Issue, operate, and maintain lockboxes/mail boxes to authorized personnel to include assigning and withdrawing mail boxes as well as changes locks and combinations.
  • Process unaccountable mail, such as "Undeliverable as Addressed", within two work days of receipt.
  • Lead Postal Team in the performance of their duties to plan, schedule and coordinate. projects when the Project Manager is not available or out of the office
  • Maintain neat and orderly files.
  • Submit requested reports as required by client/management when Project Manager is not available or out of the office.
  • Other duties as assigned

  • High school diploma or GED required
  • 4+ years of previous work-related skill, knowledge, or experience may be used in lieu of degree
  • A minimum of 2 years experience in UPS, FedEx or any commercial postal mailroom operations
  • Ability to type 45 wpm with 100% accuracy, required
  • Meet the qualifications set forth in DoD 4525.6-M, para C.5.3 which states no record of: conviction of a crime involving theft or moral turpitude; disciplinary actions reflecting unfavorably upon integrity; and history of psychiatric disorder, alcoholism, or drug abuse
  • Meet the qualifications set forth in DoD 4525.6-M, para C.5.3 which states an individual must possess high moral standards; be financially responsible; and not have been previously relieved from military postal duties for cause or criminal convictions
  • Must have a favorable Entrance National Agency Check (ENTNAC), or National Agency Check (NAC) on file if required to handle, process, or delivery registered mail
  • Must not have permanent physical restrictions prohibiting duty involving prolonged standing, walking, or lifting of weights up to 70 pounds
  • Must have a valid U.S. driver's license and be deemed insurable under company policy
  • Secret clearance required

Knowledge, Skills and Abilities
  • Proficient skill with Excel is required
  • Must have working knowledge of computers and the ability to use commercial software programs within the Microsoft Suite
  • Ability to read, write and receive written and/or verbal instructions in English and to communicate information clearly and concisely, using written and verbal skills
  • Must have excellent verbal communication skills for interfacing with military and civilian customers.
  • Ability to use good judgment and common sense when performing job functions
  • Possess patience to work under stressful conditions

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear.   • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
