  • The Logistics Analyst Intermediate will work as an effective team lead or team member, to solve complex life cycle logistics problems; apply sound judgment to develop life cycle logistics policies, plans, procedures and documents. Identify and apply concepts, policies and practices of logistics management as they apply to new and legacy systems during the sustainment phase of the life cycle. Provide logistic, acquisition, configuration management, data management, and project management support for the Navy's Strategic Systems Programs (SSP).

Duties and Responsibilities:
  • Develop an overarching Incident Response / Recover Plan (IR/RP) for transport of solid rocket motors (SRMs), All Up Rounds (AURs), All Up Rounds Canisters (AUR Cs), and Insensitive Munitions / Hazard Classification (IM/HC) assets
  • Review existing instructions to include NOSSAINST 8020-18, MDA LV-2 IR/RP, FBM, and other specific plans for synergies
  • Develop specific course of actions (COAs) for program office consideration (e.g. resource and develop their own specific plan and equipment, leverage the MDA developed plan and augment with any specialized equipment, etc)
  • Develop/draft tailored Incident Response / Recover Plan (IR/RP) per approved COA for solid rocket motor (SRM), fully integrated All Up Round (AUR) & All Up Round Canister (AUR C)
  • Plan would include transportation between multiple CTR sites (SRM manufacturer to AUR integrator), Test Ranges (while at range), etc.
  • Coordinate with SRM/AUR manufacturer for specific SRM & AUR data to be incorporated in plan
  • Coordinate review of document with program System Safety Working Group (SSWG)
  • Identify equipment, personnel, training, etc required to support recovery effort
  • Prepare required documentation and certification for ordnance (hazardous) shipments to include Hazard Declarations, Shipper's Declarations (DD2890), etc
  • Track scheduled shipments via Transportation Control Number (TCN) in multiple booking systems and coordinate with NSWC Crane Financial Analyst for ERP cross-over
  • Track shipments while in route via satellite monitoring capability
  • Coordinate with NSLC, SDDC, supporting contractors, and other activities for over-the-road (OTR) shipments
  • Coordinate with US Transportation Command (USTRANSCOM) to submit requests for both MILAIR and Sea Lift
  • Create and review load plans for MILAIR shipments
  • Ensure cargo documentation, packaging, and marking are within compliance of applicable MIL Standards
  • Have an understanding of Air Force pallets to include 463L, Type V, etc for use of palletizing equipment, transfer to aircraft, and restraint for shipment
  • Have an understanding of specialized support equipment (transport trailers, K-Loaders, forklifts, etc) for use in loading/offloading aircraft
  • Provide field support for offload of transport trailers, military aircraft, etc for transfer of assets to storage sites and test ranges.
  • May be required to lead a team and provide daily supervision and direction to support team in compliance with policies and procedures and applicable laws.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • High School diploma
  • 5 years experience in a logistics related work environment
  • Interim Secret clearance)

Knowledge, Skills and Abilities:
  • Proficient in the safe handling and secure transport of Arms, Ammunition, and Explosives (AA&E),
  • Familiar with DOD Manual 5100.76 Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives (AA&E),
  • Familiar with Federal Motor Carrier Safety Regulations and Emergency Response Guidebook requirements,
  • Familiar with Department of Transportation Regulation (DTR), Part II Chapter 201, General Cargo Movements,
  • Desired training in Hazardous Waste Operations and Emergency Response Standard (HAZWOPER).
  • Desired training in Cargo Securement ,
  • Desired training in Hazardous Materials Response.
  • Title 40 & 49 Code of Federal Regulations familiarization and comprehension ,
  • Knowledge and skills in MS Office applications (Excel, Word, Outlook, PowerPoint)
  • Knowledge of logistics and life-cycle management principles, concepts, policies, and regulations.
  • Knowledge of contractual processes, procedures, and technical requirements as it applies to logistical support.
  • Ability to meet and deal with customers using a high degree of tact and diplomacy
  • Ability to effectively communicate orally and in writing, to include writing and preparing memorandums, letters, briefings and other official correspondence
  • Must have the ability to travel 15-30% to CONUS and OCONUS locations.
  • Must have the ability to work nights, weekends and holidays, as required

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
