The Program Manager will manage all operational aspects of program activity for the Robins Software Factory Facility program in support of the U.S. Air Force, including cost management, schedule management, data management, proposal activity, contract execution, technical and facility management, and other related program activities.

Duties and Responsibilities:
  • Serve as a principal liaison with current and prospective program customers and Air Force stakeholders.
  • Plan, schedule, organize and administer program tasks, budgets, and schedules.
  • Track program against schedule, budget and phase review objectives
  • Report status to supervisor on a regular basis and executive staff as needed and/or requested.
  • Develop and implement recovery plans for off-schedule and unanticipated eventualities.
  • Establish and manage customer relationships.
  • Concentrate on the efforts associated with the contract and collaborate with the customer to integrate it with the different elements of customers' overall requirements.
  • Partner with development and operations teams to facilitate practical automation solutions and custom modules.
  • Troubleshoot automation issues and when required, engage the resources to find practical solutions that move projects forward in a timely manner.
  • Investigate and adjust personnel problems among program team members. Effectively recommend as to hiring, promotions, wage adjustments, and terminations.
  • Prepare and present Employee Performance evaluations and submit to Corporate according to Policy.
  • Recommend and/or lead new processes where needed to improve quality or on-time delivery.
  • Generate various reports/deliverables including monthly program status reports to the appropriate customers and management personnel.
  • Responsible for the day-to-day management of all program staff including; time cards, expense reports, hiring, awards, evaluations, and terminations.
  • Ensure effective reporting and communication with the client, the CAS PMO team and all customers and stakeholders.
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's Degree and 5 years of experience managing a project of similar size and complexity
  • Combination of additional experience, education, and training may be used in lieu of formal education
  • Experience leading DevOps/DevSecOps implementation in large programs especially migrating legacy applications, reengineering and automating systems to improve end-to-end software life cycle management by means of automation.
  • Experience in code, cloud deployment, and containers.
  • Background in Systems Engineering and IT project management.

Knowledge, Skills and Abilities:
  • Ability to obtain Secret Clearance
  • Familiar technical experience with:
  • DevSecOps techniques
  • Continuous integration
  • Continuous testing
  • Continuous deployment
  • Trade studies and analysis of alternatives
  • Development of end to end solution deployment across environments.
  • PM with a moderate to strong solutions architech background
  • Familiarity with Cloud development techniques, leveraging Infrastructure-as-a-Service (IaaS) and Platform-as-a-Service (PaaS).
  • Familiarity with the establishment of Continuous Integration and Continuous Delivery (CI/CD) pipelines.
  • Knowledge of:

  • Awareness of Information Security and DevSecOps.
  • Must be well organized, an effective communicator at multiple levels and able to grasp system concepts and communicate their applications.
  • Must be capable of quickly learning new systems and associated software applications for proficient execution of tasks.
  • Ability to manage multiple projects with time-related constraints in a fast-paced contract manufacturing environment.
  • Speak effectively before groups of internal and/or external customers or employees.
  • High level of integrity and accountability.
  • Ability to travel.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
