Position: Software Architect

Summary: The Software Architect will provide application development and database administration support and services.

Duties and Responsibilities:

Design, develop, test, document, deploy, integrate, troubleshoot and maintain solutions for NSSC. NSSC's current application development environment includes XPages, Oracle RDBMS Enterprise, Oracle's Application Express (APEX), SQL and PL/SQL, Microsoft SQL Server, Visual Studio, SharePoint, SharePoint Designer, XML-based, JavaScript, HTML, Apple iOS-based and C# implemented on Windows 10, Windows 2012R2, or RedHat Linux as either web-based or non-web-based applications.

Provide web application development and sustainment support for Oracle APEX in support of mission RDT&E applications hosted on the NSSC DREN and NIPRNET LAN.

Plan tests, prepare test data, execute testing, identify, analyze and repair errors and retest an application or module prior to implementation and placing into production.

Prepare, update and distribute end-user and system operator's manuals that contain the functional specification, design specifications, user guides and other relevant information necessary to use and administer the system. Prepare, update and distribute on-line help facilities, technical manuals, release notes and SOP's. The Contractor shall perform release management, update documentation as changes are made. Maintain these documents along with source code and/or application exports and all other contract deliverables in a central location designated by the Government. Source code and application exports shall be identifiable with their associated software release.

Obtain system acceptance from the requesting customer prior to implementation.

Assist users in identifying service requirements and developing appropriate technical specifications that are consistent with user needs. Assess impacts. Provide advice on automating functions, integrating requirements with existing capabilities, communication requirements, control and administration of systems, types of information management systems, OS's, and equipment infrastructure compatibility. Based on this analysis, and mutual agreement on a path forward, the Contractor shall document for the Government the time required to complete the requirement, and the effort required for future ongoing support. In the case existing technologies cannot meet the customer requirements the Contractor shall provide documentation outlining the basic design approach including suggested technologies and solutions as well as defining deployment phases.

Formulate and define system scope and objectives based on customer requirements. The Contractor shall prepare design specifications from which they will develop the application.

Serve as backup DBA.

Follow all NEC policies, procedures, and other applicable regulations.

Maintain currency on technology and service capabilities.

Minimum Qualifications:

A Bachelor's Degree is required. 4 years of relevant experience, or a combination of experience and training, may be used in lieu of a degree.

9 years of related experience required. Experience to include:

Oracle Enterprise and SQL Server experience.

Possess Baseline and Full Computing Environment Certifications for IAT-I IAW DoD 8570.01-M and BBP 05-PR-M-0002.

Must have ORACLE certification.

Must have NACLC with Tier 3 investigation
