Contracts Closeout Specialist

Summary

The Contracts Administrator primary duty will be to facilitate contracts closeouts for all of MIOS subsidiaries. Secondary duties will be to support contracts administration at all aspects while working independently with limited guidance. The Contracts Administrator will also track, create, and maintain contract closeout data requirements and deliverables.

Responsibilities
  • Coordinate the contract closeout process with both the government customer and internal Chenega representatives (i.e., Program Controllers, Finance and corporate business services representatives) utilizing current closeout processes, procedures and checklists.
  • Interact with government contracting officials as required for contracts administration matters, including contracts close out items.
  • Collect data for the contract close out documentation (e.g., Release of Claims, Government Furnished Equipment inventory roster, etc.)
  • Create and maintain a professional interface with all technical and business departments, management, and government personnel, such as Contracting Officers/Specialist, Contractor Officer Representatives.
  • Maintain and track internal contract closeout deadlines, redistribute incoming and outgoing closeout tasks to respective program team members or administrative staff.
  • Establish and maintain a contract closeout tracking sheet for all contracts closed out or in process of closing out.
  • Assist in contract closeout process improvement efforts.
  • Organize and prioritize large volumes of information.
  • Act as custodian of contractual and program records for assigned contracts to include closeout records.
  • Upload all contract documentation, including closeout documentation, in electronic system of record.
  • Provide contracts administration support to include negotiating and administering contract awards and modifications as needed for Program Managers and corporate staff.
  • Review NDA and Teaming Agreements from third parties to include negotiating terms and conditions as needed and requested.
  • Handle confidential and non-routine information.
  • Type and design general correspondences, memos, charts, tables, graphs, business plans, etc.
  • Other duties as assigned

Qualifications
  • Bachelor's degree is required.
  • 4 years of relevant work experience may be substituted for education.
  • Minimum 5 years' experience in the project/contract administration field is required.

Knowledge, Skills and Abilities:
  • Must have knowledge and experience coordinating and administering contracts through the closeout process.
  • Must have knowledge and experience working within a major corporation and/or a uniformed service.
  • Must have excellent working knowledge of the Federal Regulations and other associated contracting regulations
  • Must have excellent communication skills and ability to work well within a team.
  • Must have excellent skills in time management, setting priorities, and providing guidance to other contracts professionals.
  • Must have knowledge and understanding of SharePoint.
  • Thorough knowledge of all appropriate ethical standards regarding contracting actions.
  • Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook. Working knowledge of Deltek/Costpoint or comparable accounting system is recommended.
  • Must be able to travel up to 10% of the time.
  • Ability to obtain a Secret Clearance
