Position Summary/Purpose of Position:

Chartered as the Maryland Agricultural College on March 6, 1856, the College of Agriculture and Natural Resources is the cornerstone of the University of Maryland system, built upon a foundation of sound science, groundbreaking research through the Agricultural Experiment Station and Maryland pride. The University of Maryland College of Agriculture and Natural Resources (AGNR) is a leading Land-Grant institution providing teaching, research, and programs through University of Maryland Extension (UME) to a diverse clientele in the State of Maryland and beyond.

UME is developing a new unit, Program and Organizational Development. Within the unit, a new position has been created focused on Evaluation and Assessment to support the faculty and Organization in program design and development, evaluation, and assessment. The position will be responsible for the development of a comprehensive approach to the program development process for Extension. The approach will include developing competency focused enhancement of faculty skill sets in the areas of impact focused program planning, assessments, evaluation, survey design, and data interpretation within University of Maryland Extension (UME). The position will serve as a resource for UME to identify and communicate critical statewide and national priority areas and assist faculty with community needs assessment, and conducting program evaluation and applied research related to these priorities.

The person selected for this position is expected to support AGNR and UME faculty team(s) with the intent to conduct interdisciplinary work. They will serve as a collaborative team member as part of the Program and Organizational Development Unit of UME.

The position will report to the UME Assistant Director and Unit Head for Program and Organizational Development.


  • Develops systems and strategies for identifying program development and evaluation learning priorities and support based on personnel competencies, experiences, traits, and motivations.

  • Provide leadership and support for needs assessments, program development, evaluation, and reporting for Extension Programs and applied research projects in collaborations with program leaders.

  • Support the Extension Program Development Process by supporting faculty and C/AEDs in development of strong Extension Advisory Councils to guide the Extension program development process.

  • Serves as resource and develops evaluation and survey tools and templates that can be used by individual faculty and teams to design and evaluate programs.

  • Lead efforts to initiate annual program planning process including curriculum development, trainings, instruction materials, and web based development systems.

  • Serves as coordinating team member to teach program development components of faculty onboarding and mentoring processes.

  • Contribute to development and compilation of accountability reports for state and national stakeholders including required annual Federal Report for Extension.

  • Serve as a department Institutional Review Board (IRB) liaison and provide oversight of staff supporting Extension faculty submissions.

  • A Masters in Extension Education, evaluation, statistics, research methodology, or closely related applicable discipline.

  • Three to five years of professional experience in community focused educational program development, design, and evaluation.

  • Evidence of capacity to build UME Diversity, Equity, and Inclusion capacity through the Extension program development model.

  • Demonstrate evidence of culturally competent practices within evaluative methodologies.

  • Teach effectively using a variety of instructional strategies including distance and online technologies.

  • Demonstrate expertise in the field of evaluation and assessment development.

  • Demonstrate evidence of developing and contributing to high functioning teams.

  • Demonstrate a personal value of spirit of service and contribution.

    • Doctorate in related field of study.

    • Previous successful county Extension experience.

    • Evidence of ability to move projects forward independently.

    • Evidence of ability to effectively communicate the public value of Extension to key policymakers.

    • Evidence of positive and productive relationships with colleagues and external audiences.

    • Demonstrated expertise in both quantitative and qualitative research designs; experience in statistical

      software for data analysis (e.g., SAS, SPSS, R); ability to prepare and publish program impacts, research findings, scholarly work, and project reports; strong organizational, time, and project management skills.

      Physical Demands of the Position:

      This is an office position that may require light lifting (20 pounds). The job requires travel throughout the state (20%) on a regular basis: candidate must have a valid driver’s license. This position frequently presents information through oral and written communication. Use of a computer terminal is required for lengthy periods.
