Summary
The MIL Corporation seeks a Financial Analyst to support a Federal Government client at one of our Charleston, SC locations. The Financial Analyst will provide financial analysis and financial management services including vouchering, T&A, accounting, reconciliation, financial systems analysis and financial reporting to the federal client.

Responsibilities
• Provide transactional accounting and general financial management analysis services to federal customer
• Utilize specific financial tools to record and monitor financial transactions to include RFMS and GFMS
• Prepare budgets, cost projections, status of funds and other financial analysis in accordance with established periodic deadlines and as requested by management
• Software utilized will include ICASS, WebRabit, BSM and Microsoft Excel
• Receive and monitor Advice of Allotments (AOA's) - The subdivision of funds is accomplished by a bureau issuing Advice of Allotment(s) to posts or activities/programs
• Record obligations for those AOA's in the financial systems and send the fiscal data to post and/or bureau, so contracts can be complete in ILMS (Integrated Logistics Management System)
• Fund all other procurement actions using ILMS or other method as applicable
• Review and reconcile all payroll transactions and Journal Voucher (JV) those post-held costs associated with a PSC to the bulk obligation established
• Monitor post-held charges for payroll charges of direct hire employees and Journal Voucher when erroneous charges are identified.
• Review the periodic report that provides information on funding, obligations and disbursements for a specific allotment at various summary levels and the periodic report that provides detailed obligation information for a specific allotment. These reports are reviewed continuously for reconciliation and accuracy. This includes, monitoring all travel-related transactions which the department will need to de-obligate those funds from established bulk obligations.
• Monitor staff travel advances and take action as needed to ensure closing of travel orders and collection and prompt resolution of advances.
• Contact American Payroll Technicians at the federal site to resolve any payroll related issues that may arise.
• Knowledgeable of E2 travel and related travel obligations Monitor and research 477 and other accounting transactions to ensure accounts are properly posted.
• Provide financial reporting to Post Management, as well as Bureaus in Washington, DC
• Provide excellent communication, professionalism, and courteous to customers, coworkers, and management regarding all aspects of the job

Required Qualifications
• BA/BS in Financial Management, Business Administration -OR- a combination of courses and related work experience
• Minimum of two years of relevant work experience with financial analysis and financial management
• Excellent attention to detail, analytical and organizational skills
• Excellent verbal and written communication skills
• Embassy budgeting experience and detailed understanding of the ICASS process
